Skills Assessment as per NSQF-National Skill Qualification Framework and NOS-National Occupation Standards.

NSQF (National Skill Qualification Framework) is a quality assurance framework. It organizes qualifications according to a series of levels of knowledge, skill & aptitude. It is an outcomes-based approach. Composed of ten levels, each representing a different level of complexity and knowledge.

NOS (National Occupation Standards) is the measurable performance outcomes required from an individual engaged in a particular task. These standards can form the benchmarks for various education and training programs.

FIWE have more than 1250 highly qualified assessors who are TOA certified and accredited under sector skill council.

Skills Assessment for NCVT Certification under Skill Development Initiative (SDI) based on Modular Employment Skills (MES)

Directorate General of Employment and Training (DGE&T), Ministry of Labor and Employment, Govt. of India has empaneled Federation of Indian Women Entrepreneurs (FIWE) amongst others as Assessing Body, to assess the competencies of persons trained under Modular Employable Skills (MES) Courses as well as Direct Candidates who have acquired Skill informally.

FIWE is an independent Third Party Organisation, not involved in conducting MES Training programs and hence offers a most impartial assessment thereby ensuring quality and training credibility of the scheme.

FIWE has been Accredited by Quality Council of India under National Accreditation Board of Education & Training, New Delhi which further confirm adherence to acceptable level of performance, integrity and quality.

We have offices in every state of India reporting to Head office. Each state office has 20/30 examiners on contract basis, who conduct assessments allotted by Head Office and submit the result through State Coordinator.

NCVT Certification - Significance

National Council of Vocational Training (NCVT) certificate is Nationally and Internationally recognized for getting Centre / State Government, Private Sectors as well as Overseas Employment.

Assessment / Methodology Criteria

FIWE has done assessments with the support and guidance of respective RDATs, State Directorate and in association with VTPs/ITIs. The assessment is based on the coordinated efforts of Head Office, State Coordinators and filed level assessors. Assessment is done only at designated Testing Centres approved by RDAT / State Directorate. The assessment focuses on:-

  • Objectivity

  • Practicality

  • Comparability

Our approach towards assessment is

  • Use a positive attitude towards assessment is to find out what a person knows, not what she/he does not know.
  • Assess the ability or competence of a person and not the person.
  • Judgement about persons be made under conditions when she/he can demonstrate at her/his best.

The testing criteria cover both theoretical knowledge and practical skills, including, viva test as well. More focus on performance of the actual task. The question paper is for theory, practical, viva, attitude test and safety requirements.

Continuous updating of Test Items (Question Bank) in line with the MES trade curriculum.

Empanellment of qualified Assessors to meet the growing need of skill assessment. Induction training of each assessors on assessment methodology and periodic re-training to maintain the uniformity in assessment irrespective of location and Assessors. User guide (guidelines for assessors) for every trade assessment.

Methodology

1. FIWE shall inform the Assessment Schedule, Location / Address of Testing Center and specific Trade module to the Assessor(s). The details of candidates (Application Form for Testing) will be handed over to the Assessor(s) by the VTP In charge on the basis of our instructions.

2. The Assessor(s) will reach the Testing Center on the due date well in time duly equipped with the Question Papers prepared in the language understood by the candidates (shall be provided by FIWE).

3. The Assessor(s) will verify the identity of the candidates with the photograph on the application form. The candidates would sign the attendance sheet in the presence of the Assessor(s).

4. The Assessor(s) will conduct the Theoretical Examination in the prescribed time.

5. The Assessor(s) will conduct the Practical & Viva to test candidate's professional knowledge, skill and ability to perform the necessary skills including safety, cleanliness at work and attitude towards work as per guidelines provided by FIWE.

6. After completion of Theory, Practical and Viva Tests, the Assessor(s) will evaluate the Answer Sheets and prepare the Result based on the evaluation criteria according to which the candidates securing 40% marks in Theory and 60% marks in Practical and Viva shall be declared "passed" in the examination.

7. Submission of Assessment / Test Result: The following documents are to be submitted to FIWE along with the assessment results.

a) List of Assessors / trade experts.
b) Attendance sheet duly signed by each candidate and Assessor(s).
c) Practical Assessment Sheet duly signed by Assessor(s).
d) Evaluated Answer sheets of the Theory Exam.
